Received the wrong size

Ordered a size 4 and received a size 2. Also the fabric/stitching is not sturdy. I ordered this style dress in multiple prints and the ones that did fit didn’t last through a whole day. The skirt just fell apart at the seams after her playing in them for maybe 2 hours….
